ORGANISATION & BRIEF HISTORY OF THE DEPARTMENT

1. ORGANISATION SETUP:-

  1. Irrigation & Flood Control Department is headed by Two Chief Engineers, and there are Six Superintending Engineers (Civil/SSW), Twenty-Four Executive Engineers (Civil/SW) and one Executive Engineers (Quality Control), Four Executive Engineers (Mech.), Eighty-Two Assistant Engineer (Civil), Eighteen Assistant Engineer (Mech.), One Hundred Fifty Junior Engineer (Civil), Twenty-Six Junior Engineer (Mech.), Six Drafts Man Grade-I, 24 Drafts Man Grade-II and Seven Drafts Man Grade-III and Four Surveyor. The total strength of Technical Staff is 354 and apart from this two zones are assisted by one Administrative Officer and Financial Advisor-cum-Accounts Officer, 19 JAO/ AAO. The total staff strength of Ministerial staff and Administrative Staff is 229. Thus the over all strength of Technical + Ministerial & Accounts Cadre is 583. Organisational Chart is placed at F/A.
  2. The present sanctioned strength, filled up posts and Action Taken Report for filling up of vacant posts are as under:-

 

  1. There are 06 posts of Superintending Engineers, which are at present lying vacant and being looked after by the two Chief Engineers. Current Duty Charge for 2 Executive Engineers Vig. Sh. K. Shambhamurti and Sh. A.K. Chopra has already been approved by the Hon’ble Lt. Governor. Formal posting orders are yet to be issued. For filling up other vacant posts of Superintending Engineers, at present there are no eligible officers. A proposal for filling up the 4 posts of S.Es. on transfer on deputation basis is under process.
  2. As regards filling up 6 posts of Executive Engineers (Civil), which were earlier notified to UPSC for selection on deputation basis and could not be materialized, a proposal has now been sent to UPSC for filling these posts by direct recruitment. For filling up other 10 posts of Executive Engineers, proposal for assigning CDC to Asst. Engineers for filling up theses 10 posts has been sent to Hon’ble Minister of (I&FC) for approval.
  3. For filling up 15 posts of Assistant Engineer (Civil) and 3 posts of Assistant Engineer (Mech.) through direct recruitment, proposal has already been sent to UPSC. Action for filling up remaining 10 vacant posts of AE (Civil), (08 are to be filled on promotion basis and two on deputation including one for Quality control Cell) is under process.
  4. Proposal for amendment of RRs of various posts from Chief Engineer to Assistant Engineers was submitted to Service Department. The Services Department advised that proposal for amendment of RRs may be kept pending till comprehensive guidelines are issued by DOP&T/ Govt. of India, which have now been received and further action for revising the RRs of various posts is under process.
  5. NOC from Services Department for filing up the post of JEs have been received and as per advice of Services Department request has also been made to PDRD, Development Department vide letter dt. 06.04.2009 to confirm if any JE is available for accommodating in the department & issue NOC in this regard. On receipt of NOC from PDRD, vacancies will be notified to DSSSB. The status of sanctioned posts and filled up posts in Technical Cadre/ Non Technical Cadre has been shown in the statement placed at F/B & F/C.

2. BRIEF HISTORIES:-

  1. Protection of city of Delhi against floods in River Yamuna by construction, strengthening and maintenance of marginal embankments, planning, execution and maintenance of flood protection/ river training works and effective monitoring of the flood situation in the river basin during the floods.
  2. Protection of city against floods in Sahibi Nadi – Najafgarh Nallah basin by maintenance of Dhansa Bund and Najafgarh Drain and Supplementary Drain.
  3. Planning, construction, resectioning and maintenance (including desilting) of storm water drains in Delhi under the jurisdiction of Department.
  4. Providing irrigation facilities to the cultivators of Delhi through treated effluent from sewage treatment plants at Keshopur, Okhala & Coronation and through state tubewells.
  5. The details of the Machinery available with Deptt., and being procured is placed at F/D.

3. Irrigation & Flood Control Department has also been assigned the planning and execution of various works of other Departments of Govt. of NCT of Delhi, as per details given below:-

  1. Rural Development Works    Construction of Rural Link Roads, Development of Ponds, Development of Cremation Grounds/ Kabristans, Construction of Vyayamshalas, and Construction of Multipurpose Community Centers, etc. on behalf of Rural Development Department.
  2. Panchayat Department Repair/ reconstruction of Chaupals and Panchayat Ghar and protection of Gram Sabha land etc.
  3. Animal Husbandry Construction and maintenance of Veterinary Hospitals and dispensaries.
  4. Forest Department & Wild Life Sanctuary    All civil works particularly related to protection of forest land by construction wall, fencing and welfare of wild life sanctuary etc.
  5. SC, ST & Welfare Department    Works of drains, roads, streets pavements, Baratghar, Chaupals etc. in Harijan basties.
  6. U.D Department

          (i) Repair/ reconstruction of Chaupals and Panchayat Ghars in urbanized villages.
          (ii) Construction of Roads, Side Drains and Outfalls Structure etc. in Unauthorized Colonies.
          (iii) Works under M.P.L.A.D & M.L.A.L.A.D funds.
 
(g) TYADB Construction of bridges, remodeling of various Drains, Roads & Barat Ghar etc. in Trans-Yamuna area.

(h) Building Works of D.H.F.C. Govt. of NCT of Delhi at Dawarka. (Rs. 4.00 Crores) 

(i) Delhi Institute of Heritage Research & Management Building (Higher Education Deptt.)

E.F.C. memo for Rs. 20.71 Crore has been sent to Director Higher Education.

5. FINANCIAL POWERS AND DUTIES
The Irrigation & Flood Control Department is functioning on the patent of CPWD for execution of various works. As such, the financial powers and duties of the officers and technical staff of this department are as per the CPWD code and CPWD Manuals.
